കൊച്ചി (15.10.13):- 12-ാം തിയതി പുറപ്പെട്ട എം.വി.കവരത്തി കപ്പലില്‍ അനധികൃതമായി ടിക്കറ്റ് ബ്ലോക്ക് ചെയ്തതിനെക്കുറിച്ച് ദ്വീപ് ഡയറി വാര്‍ത്ത പുറത്ത് വിട്ടിരുന്നു. ഇതില്‍ ഉന്നതരുടെ പങ്കുണ്ടെന്നാണ് ഇപ്പോള്‍ വ്യക്തമാകുന്നത്. ടിക്കറ്റ് ബ്ലോക്ക് ചെയ്യാന്‍ പര്‍മിഷന്‍ ഇല്ലാതിരിക്കേയാണ് ഇങ്ങനെ ചെയ്തിരുക്കുന്നത്. ഇതില്‍ യാത്ര ചെയ്യുന്നവര്‍ ദ്വീപിലെ ഉന്നത ഉദ്യോഗസ്ഥരുടെ ഒത്താശയോടെയാണെന്നാണ് ദ്വീപ്ഡയറിക്ക് കിട്ടിയ റിപ്പോര്‍ട്ട്. ബലിപെരുന്നാളിന് നാട്ടിലേക്ക് വരാന്‍ ടിക്കറ്റിന് ക്യൂ നിന്ന ദ്വീപിലെ സാധാരണക്കാരെ തഴഞ്ഞ് കൊണ്ടായിരുന്നു ഇത്. ഇതില്‍ യാത്ര ചെയ്യുന്നവര്‍ സ്പെഷ്യല്‍ പെര്‍മിറ്റ് ഹോള്‍ഡേസാണെന്നാണ് ഞങ്ങള്‍ക്ക് അറിയാന്‍ കഴിഞ്ഞത്. ഇവരില്‍ ഭൂരിഭാഗം പേര്‍ക്കും ടിക്കറ്റ് ബ്ലോക്ക് ചെയ്തിരിന്നത് സെക്കന്‍ഡ് ക്ലാസ്സിനായിരുന്നു. അതായത് ഇവര്‍ക്ക് ദ്വീപുകാണാന്‍ ഏകദേശം 800 രൂപയോളം മതി. ടൂറിസ്റ്റുകളുടെ എല്ലാ ആനു കൂല്യങ്ങളോടുമാണ് ഇവര്‍ യാത്ര ചെയ്യുന്നത്. നിയമപ്രകാരം കല്‍പേനിയിലേക്ക് ടിക്കറ്റെടുത്ത ഏതൊരാള്‍ക്കും മറ്റൊരു ദ്വീപിലേക്ക് ഇറങ്ങാന്‍ പാടില്ലാത്തതാണ്. എന്നാല്‍ ഇവര്‍ മിനിക്കോയി, കടമത്ത് തുടങ്ങിയ ദ്വീപുകളില്‍ ഇറങ്ങിയെന്നാണ് അറിയാന്‍ കഴിഞ്ഞത്. ഇവര്‍ ടൂറിസ്റ്റായി യാത്ര ചെയ്യുകയാണെങ്കില്‍ ഒരാള്‍ 30,000 രൂപ ദ്വീപ് ഭരണകൂടത്തിന് കൊടുക്കണം. ഇതിലൂടെ ദ്വീപ് ഭരണകൂടത്തിന് 17 ലക്ഷം രൂപയുടെ നഷ്ടമാണുണ്ടായിരിക്കുന്നത്. ദ്വീപിന്റെ പുരോഗമനം കാംക്ഷിക്കുന്ന ഉദ്യോഗസ്ഥ രാഷ്ട്രീയ മേലാളന്മാര്‍ക്ക് ദ്വീപ്ഡയറി ഈ റിപ്പോര്‍ട്ട് സമര്‍പ്പിക്കുന്നു. കൂടുതല്‍ വിവരം കണ്ടെത്തി ഇവരെ നിയമത്തിന് മുമ്പില്‍ കൊണ്ടുവരുമെന്ന പ്രത്യാശയോടെ.

ReplyDeletewe all might have forgot the incidence of half tickets issued for MV Minicoy to sale on 11.5.2013 and huge cry over the issue by most of us, finally resulted in few suspensions of our fellow islanders who were found guilty. But where is the follow up? As always happen the malpractice and corruption still continues. only difference is they are not caught nor we are capable to bring them under the law as the offenders are often the top officials. few months ago there was a ticket block along with the half ticket issue. Nothing happened to those involved in the case in the tkt bolck, and there was no inquiry! The ticketing assistants who issued half tkts were suspended with a show cause cause notice. well but what happened to the inquiry? Those ticketing assistants on permanent basis are getting 75% of their salary. what about the ticketing assistants on contract basis? Don't they have right for justice. They were suspended by the administration for doing malpractice and by claiming that they have caused severe financial loss to administration! amazingly there has been no inquiry!! well if so kindly go through this and share your views.
60 second class tkts were blocked for MV kavaratti on 12/10/13. many of the island passengers were stranded in mainland unable to move to their home for celebrating eid with their family. tkts blocked were for permit holders. All the tkts were taken to kalpeni in second class. permit holders cannot disembark to any other island other than the island to which tkt was taken. but all laws were violated! just because they were guests of a top official(judiciary)! calculate the financial loss to administration. they are supposed to come as tourists. Moreover they had travelled and visited the islands including Minicoy with the available lowest ticket fare to Kalpeni which is almost half the rate to Minicoy! Is this not financial loss?

One of the reasons for the suspension of ticketing assistants was they issued half tickets. But see the list of tourists for whom half tickets were issued at a stretch for six children without a guardian. Is the rule not applicable here? It is evident that those assistants were sacked to hide the malpractices done by the higher officials, and they were mere scape goats. But I feel it is our duty to avail them justice. If they have really done the malpractice with the intention to do so, let them be punished, but otherwise let them be taken back with the recovery of the financial loss caused.
